दिल्ली के उपराज्यपाल वी के सक्सेना ने सरकारी स्कूलों में कक्षाओं के लिए अतिरिक्त कमरों के निर्माण की जांच के संबंध में केंद्रीय सतर्कता आयोग (सीवीसी) की रिपोर्ट पर कार्रवाई करने में ढाई साल से अधिक की देरी को लेकर मुख्य सचिव से रिपोर्ट मांगी है। सूत्रों ने यह जानकारी दी। परियोजनाओं के निष्पादन में घोर अनियमितताएं और प्रक्रियागत खामियों का उल्लेख करते हुए रिपोर्ट सीवीसी द्वारा फरवरी 2020 में सतर्कता सचिव को भेजी गई, जिसमें आगे की जांच और कार्रवाई के लिए टिप्पणी मांगी गई थी। फिलहाल, इस मुद्दे पर दिल्ली सरकार की ओर से कोई प्रतिक्रिया नहीं आई है।
उपराज्यपाल कार्यालय के सूत्रों ने कहा, ”उपराज्यपाल ने इस अत्यधिक देरी को गंभीरता से लिया है, जो सीवीसी नियमावली के प्रासंगिक खंडों के उल्लंघन के अलावा, घोर कदाचार को छिपाने का एक स्पष्ट प्रयास प्रतीत होता है और भ्रष्टाचार का संकेत मिलता है। उपराज्यपाल सचिवालय को एक शिकायत मिली थी जिसमें सतर्कता निदेशालय को सीवीसी के पत्र की एक प्रति संलग्न की गई थी। सीवीसी को 2019 में दिल्ली के सरकारी स्कूलों में कक्षाओं के लिए अतिरिक्त कमरों के निर्माण में अनियमितता और लागत बढ़ने की शिकायत मिली थी। दिल्ली में भारतीय जनता पार्टी (भाजपा) के विधायक विजेंद्र गुप्ता ने जुलाई 2019 में शिकायत दर्ज कराई थी। उन्होंने मांग की थी कि कक्षाओं के लिए कमरों के निर्माण में कथित भ्रष्टाचार की केंद्रीय अन्वेषण ब्यूरो (सीबीआई) से जांच होनी चाहिए और उपमुख्यमंत्री मनीष सिसोदिया के खिलाफ कार्रवाई की जानी चाहिए, जिनके पास शिक्षा विभाग है।
सीवीसी रिपोर्ट के निष्कर्षों के अनुसार, कक्षाओं के लिए अतिरिक्त कमरों के निर्माण की लागत 326.25 करोड़ रुपये तक बढ़ गई, जो कि निविदा की आवंटित राशि से 53 प्रतिशत अधिक है। एक सूत्र ने कहा, ”इस बढ़ी हुई लागत का उपयोग केवल 4,027 कमरों के निर्माण के लिए किया गया था, जबकि कक्षाओं के लिए 6,133 कमरों का निर्माण किया जाना था। 194 स्कूलों में, लगभग 37 करोड़ रुपये के अतिरिक्त खर्च पर 160 शौचालयों की आवश्यकता के मुकाबले 1,214 शौचालयों का निर्माण किया गया। दिल्ली सरकार द्वारा शौचालयों की भी गिनती की गई और उन्हें कक्षाओं के रूप में पेश किया गया। सूत्र ने कहा, इन परियोजनाओं के लिए स्वीकृत राशि 989.26 करोड़ रुपये थी, जबकि सभी निविदाओं का मूल्य 860.63 करोड़ रुपये था, लेकिन वास्तविक खर्च बढ़कर 1,315.57 करोड़ रुपये हो गया। अतिरिक्त कार्य करने के संबंध में कोई नयी निविदा आमंत्रित नहीं की गई थी। ये कार्य उन्हीं ठेकेदारों द्वारा किए गए थे जो अन्य स्कूलों में काम कर रहे थे। कार्यों के निष्पादन में गुणवत्ता के भी मुद्दे हैं और कई कार्य अधूरे रह गए।
