केंद्रीय गृह मंत्री अमित शाह ने असम में बाढ़ की शाश्वत समस्या का पूर्ण समाधान करने के लिए पांच साल का समय मांगा। उन्होंने कहा कि सरकार प्राकृतिक आपदा को इतिहास का हिस्सा बनाने का प्रयास कर रही है। यहां पार्टी के नवनिर्मित प्रदेश कार्यालय का उद्घाटन करने के बाद भारतीय जनता पार्टी (भाजपा) के कार्यकर्ताओं को संबोधित करते हुए शाह ने कहा कि इस समय एक महत्वाकांक्षी बाढ़ मुक्त परियोजना तैयार की जा रही है। उन्होंने कहा, भाजपा के घोषणापत्र में, हमने आतंकवाद, भ्रष्टाचार और बाढ़ मुक्त असम का वादा किया था। हमने प्रथम दो लक्ष्य हासिल कर लिए हैं। हमें और पांच साल दीजिए, हम असम को बाढ़ मुक्त बना देंगे।
उल्लेखनीय है कि तकरीबन हर वर्ष, असम में बाढ़ तीन-चार बार तबाही मचाती है। राज्य सरकार की वेबसाइट के मुताबिक, इस आपदा से औसत वार्षिक नुकसान 200 करोड़ रुपये का होता है। शाह ने कहा कि इस समस्या के बारे में शुक्रवार शाम विभिन्न हितधारकों के साथ विस्तार से चर्चा की और पूर्वोत्तर परिषद के तत्वाधान में एक महत्वाकांक्षी परियोजना तैयार की जा रही है। उन्होंने कहा, पांच वर्षों में बाढ़ इतिहास बन जाएगी। प्रधानमंत्री नरेंद्र मोदी असम को बाढ़ मुक्त राज्य बनाने के लिए प्रतिबद्ध हैं। केंद्रीय गृह मंत्री ने यह भी कहा कि उनकी पार्टी आंतरिक सुरक्षा में यकीन रखती है इसलिए सशस्त्र बल (विशेष अधिकार) अधिनियम,1958 (आफ्सपा) जैसे कानून की समाज में जरूरत नहीं है और इसे पूर्वोत्तर क्षेत्र के करीब 80 प्रतिशत क्षेत्र से हटा लिया गया है।
उन्होंने कहा, आफ्सपा सेना और सुरक्षा बलों के लिए कवच है। राहुल गांधी ने घोषणा की थी कि यदि उनकी पार्टी (कांग्रेस) सत्ता में आती है तो आफ्सपा हटा लिया जाएगा। मैंने कहा था कि सुरक्षा बलों को मजबूत किये जाने की जरूरत है। कांग्रेस की भारत जोड़ो यात्रा पर तंज कसते हुए शाह ने दावा किया कि पूर्व प्रधानमंत्री जवाहरलाल नेहरू ने 1962 के भारत-चीन युद्ध के दौरान असम को अलविदा कहा था और कांग्रेस यह भूल गई कि पूर्वोत्तर अस्तित्व में है। उन्होंने कहा कि यह क्षेत्र आकार में उत्तर प्रदेश से तीन गुना बड़ा है और यह अलगाववादी एवं उग्रवादी गतिविधियों वाला रहा है। उन्होंने कहा, कांग्रेस ने पूर्वोत्तर को तोड़ने की कोशिशों को खामोशी से देखा। सिर्फ मोदी ने इस स्थान के लिए और पूर्वोत्तर को एकजुट करने के लिए काम किया। शाह ने कहा, कांग्रेस और भारत जोड़ो यात्रा पर जाने वाले लोग सुन लीजिए। यह इस बात का उदाहरण है कि कैसे पूर्वोत्तर को एक भाषण तक दिये बगैर एकजुट किया गया।
