Delhi MCD Chunav: दिल्ली नगरपालिका सदन में पीठासीन अधिकारी के महापौर, उप महापौर और स्थायी समिति के सदस्यों के चुनाव के लिए मनोनीत सदस्यों को मतदान करने की अनुमति देने पर हुए हंगामे के बाद सोमवार को महापौर का चुनाव किए बिना सदन की कार्यवाही तीसरी बार स्थगित कर दी गई। दिल्ली नगरपालिका सदन में पीठासीन अधिकारी सत्या शर्मा ने कहा, दिल्ली नगरपालिका के सदन की कार्यवाही अगली तारीख तक स्थगित की जाती है।
दिल्ली नगर निगम (एमसीडी) सदन की कार्यवाही सोमवार को आधे घंटे की देरी के बाद पूर्वाह्न करीब साढ़े 11 बजे शुरू हुई। इसके तुरंत बाद ही शर्मा ने घोषणा की कि महापौर, उप महापौर और स्थायी समिति के सदस्यों के चुनाव एक-साथ होंगे। शर्मा ने कहा, महापौर, उप महापौर और स्थायी समिति के सदस्यों के चुनाव में ‘एल्डरमैन’ वोट कर सकते हैं। इस घोषणा के बाद ‘आप’ के पार्षदों ने विरोध करना शुरू कर दिया। पार्टी के नेता मुकेश गोयल ने कहा कि ‘एल्डरमैन’ वोट नहीं दे सकते। इस पर शर्मा ने कहा, लोगों ने आपको यहां सेवा करने के लिए भेजा है, चुनाव होने दीजिए। इससे पहले घोषणा को लेकर हंगामे के बीच सदन की कार्यवाही थोड़ी देर के लिए स्थगित की गई थी। हालांकि, बाद में पीठासीन अधिकारी ने इसे अगली तारीख तक के लिए स्थगित कर दिया।
दिल्ली नगर निगम अधिनियम 1957 के तहत महापौर और उप महापौर का चुनाव नगर निकाय सदन की पहली बैठक में ही हो जाना चाहिए। हालांकि नगर निकाय चुनाव हुए दो महीने का समय बीत चुका है पर अब तक शहर को नया महापौर नहीं मिला है। इससे पहले एमसीडी सदन की बैठक छह जनवरी और 24 जनवरी को दो बार बुलाई गई थी, लेकिन भारतीय जनता पार्टी (भाजपा) और आम आदमी पार्टी (आप) के पार्षदों के हंगामे की वजह से पीठासीन अधिकारी ने महापौर का चुनाव कराए बिना कार्यवाही स्थगित कर दी। पिछले साल चार दिसंबर को संपन्न चुनाव के बाद 250 सदस्यीय निकाय के पहले सत्र में कोई कामकाज नहीं हो पाया था। दूसरे सत्र में नामांकित सदस्यों के शपथ लेने के बाद निर्वाचित पार्षदों ने शपथ ली, हालांकि इसके बाद पीठासीन अधिकारी एवं भाजपा पार्षद सत्या शर्मा ने कार्यवाही को अगली तारीख के लिए स्थगित कर दिया। एमसीडी चुनाव में ‘आप’ 134 पार्षदों के साथ सबसे बड़ी पार्टी के रूप में उभरी थी, जबकि भाजपा को 104 सीटों पर जीत मिली थी। कांग्रेस ने नौ सीटें जीती थीं।
