केंद्रीय गृहमंत्री अमित शाह ने बुधवार को कहा कि मादक पदार्थ रोधी एजेंसियों को मादक पदार्थ तस्करों से ‘कठोरता’ से निपटना चाहिए। उन्होंने जोर देकर कहा कि मादक पदार्थ तस्कर असली गुनहगार हैं, जबकि जो नशीले पदार्थ का सेवन करते हैं वे ‘पीड़ित’ हैं। उन्होंने मादक पदार्थ के युवाओं के साथ-साथ देश की अर्थव्यवस्था व सुरक्षा पर पड़ने वाले नकारात्मक असर का हवाला देते हुए सभी राज्यों से करीबी समन्वय से काम करने की अपील की। उन्होंने राज्यों से अपनी दलगत राजनीति से ऊपर उठकर ‘सरकार की एक इकाई’और ‘टीम इंडिया’के तौर पर मादक पदार्थ के खिलाफ लड़ाई में शामिल होने का आह्वान किया।
राज्यों और केंद्र शासित प्रदेशों के मादक पदार्थ रोधी कार्यबलों के प्रमुखों के पहले सम्मेलन को संबोधित करते हुए शाह ने कहा कि मोदी सरकार ने देश की आजादी के 100वें वर्ष यानी 2047 में भारत को नशे से मुक्त बनाने का लक्ष्य तय किया है। उन्होंने कहा, ”मादक पदार्थ के कारोबारी मुख्य रूप से गुनहगार हैं जबकि इनका इस्तेमाल करने वाले पीड़ित हैं। हमें मादक पदार्थ कारोबारियों के खिलाफ कठोर रुख अपनाना चाहिए और उनके खिलाफ यथासंभव मजबूत कदम उठाने चाहिए। केंद्रीय गृहमंत्री ने कहा कि नरेंद्र मोदी सरकार मादक पदार्थ की बुराई को खत्म करने के लिए कृतसंकल्प है और (राज्यों को) इसके खिलाफ ‘पूरी सरकार’ के तौर पर रुख अपनाना चाहिए क्योंकि यह आने वाली पीढ़ियों को भी नष्ट कर सकता है।
उन्होंने कहा, मादक पदार्थ न केवल युवा पीढ़ी को खोखला बनाते हैं बल्कि इसके साथ ही देश की अर्थव्यवस्था पर भी इसके कई अन्य नकारात्मक असर हैं। इसके साथ ही मादक पदार्थ आतंकवाद, मादक पदार्थ की तस्करी के जरिये देश की सीमाओं की सुरक्षा को क्षति पहुंचाई जा सकती है…अगर 130 करोड़ भारतीय साथ मिलकर लड़े तो हम यह लड़ाई जीत जाएंगे। उन्होंने सभी से दलगत राजनीति से ऊपर उठकर कार्य करने की अपील करते हुए राज्य सरकारों से कहा कि वे राजनीतिक मदभेदों को अलग रखकर मादक पदार्थ के खिलाफ लड़ाई में एकजुट होकर काम करें।
शाह ने कहा, ”अगर हम मादक पदार्थ के खिलाफ लड़ाई के बारे में सोचे तो यह बहुत ही कठिन प्रतीत होती है लेकिन अगर हम योजना से लड़े तो जीत के रास्ते जल्द खुल जाते हैं। मादक पदार्थों के खिलाफ लड़ाई के हालिया नतीजे उत्साहजनक हैं। उन्होंने कहा कि मादक पदार्थ के राज्यवार और जिलेवार नेटवर्क का मानचित्रण किया जाना चाहिए क्योंकि जबतक यह मानचित्र तैयार नहीं किया जाता तबतक जानकारी नहीं होगी कि समस्या कहां और कहां ध्यान देने की जरूरत है। गृहमंत्री ने कहा कि मादक पदार्थ की लड़ाई अकेले सरकार नहीं लड़ सकती बल्कि इसे जनता की लड़ाई बनाकर जीता जा सकता है। उन्होंने कहा, ऊपर से नीचे और नीचे से ऊपर” तक रुख अपनाना होगा जिसमें मादक पदार्थ की छोटी मात्रा मिलने पर भी उसके स्रोत का पता लगाना होगा और उसके नेटवर्क की जांच करनी होगी तभी मादक पदार्थ के खिलाफ लड़ाई सफल होगी।
शाह ने कहा कि कई देशों ने मादक पदार्थ के उपभोक्ताओं को निशाना बनाकर गलत रुख अपनाया है क्योंकि असली दोषी मादक पदार्थ के तस्कर हैं। उन्होंने कहा कि मादक पदार्थ की खेप जब्त होने पर और उसके पीछे आर्थिक कोण हो तो मामले को प्रवर्तन निदेशालय को दिया जाना चाहिए लेकिन अगर कोई अंतरराष्ट्रीय आतंकवाद से संबंध जुड़ता है तो मामले की जांच राष्ट्रीय अन्वेषण अभिकरण (एनआईए) को दिया जाना चाहिए क्योंकि उसे विदेश में जांच का अधिकार है जबकि कुछ मामले केंद्रीय अन्वेषण ब्यूरो (सीबीआई) को दिए जा सकते हैं।
