नई दिल्ली। दिल्ली में मंगलवार को सुबह प्रदूषण के स्तर में मामूली गिरावट आयी और लगातार पांच दिन वायु गुणवत्ता गंभीर श्रेणी में रहने के बाद बहुत खराब श्रेणी में दर्ज की गयी है। राष्ट्रीय राजधानी में वायु गुणवत्ता सूचकांक (एक्यूआई) 394 दर्ज किया गया है जबकि सोमवार शाम चार बजे एक्यूआई 421 दर्ज किया गया। प्रदूषण के स्तर में मामूली गिरावट आने के बावजूद पीएम2.5 (सूक्ष्म कण जो सांस लेने पर श्वसन प्रणाली में गहराई तक प्रवेश कर सकते हैं और श्वसन संबंधी समस्याएं पैदा कर सकते हैं) की सांद्रता 60 माइक्रोग्राम प्रति घन मीटर की सुरक्षित सीमा से सात से आठ गुना अधिक रही। यह विश्व स्वास्थ्य संगठन (डब्ल्यूएचओ) द्वारा निर्धारित स्वस्थ सीमा (15 माइक्रोग्राम प्रति घन मीटर) से 30 से 40 गुना अधिक है।
पड़ोसी हरियाणा, राजस्थान और उत्तर प्रदेश के कई शहरों में भी हानिकारक वायु गुणवत्ता दर्ज की गयी। गाजियाबाद में एक्यूआई 338, गुरुग्राम में 364, नोएडा में 348, ग्रेटर नोएडा में 439 और फरीदाबाद में 382 दर्ज किया गया। दिल्ली सरकार ने दिवाली के बाद वायु गुणवत्ता के और बिगड़ने की आशंका के कारण चार साल बाद सम-विषम कार योजना लागू करने की सोमवार को घोषणा की। इस योजना के तहत सम या विषम पंजीकरण संख्या वाली कारों को वैकल्पिक दिनों (एक दिन छोड़कर एक दिन) पर चलाने की अनुमति दी जाती है। शिकागो विश्वविद्यालय के ऊर्जा नीति संस्थान और ‘एविडेंस फॉर पॉलिसी डिजाइन’ ने 2016 में सम-विषम नीति के असर का विश्लेषण किया था और यह पाया था कि दिल्ली में उस साल जनवरी में यह नीति लागू किए जाने के दौरान पीएम2.5 के स्तर में 14-16 फीसदी की कमी देखी गयी। हालांकि, उसी साल जब अप्रैल में यह नीति फिर से लागू की गयी तो प्रदूषण में कोई कमी नहीं देखी गयी।
स्कूली बच्चों के स्वास्थ्य को प्राथमिकता देते हुए सरकार ने 10 नवंबर तक सभी स्कूलों में कक्षाओं को बंद करने और केवल ऑनलाइन कक्षाओं को अनुमति देने का फैसला किया है। केवल बोर्ड परीक्षाओं की तैयारी कर रहे 10वीं और 12वीं कक्षाओं के छात्रों पर यह लागू नहीं होगा। पृथ्वी विज्ञान मंत्रालय की दिल्ली-राष्ट्रीय राजधानी क्षेत्र (एनसीआर) के लिए वायु गुणवत्ता पूर्व चेतावनी प्रणाली के अनुसार, क्षेत्र में पांच से छह दिन और वायु गुणवत्ता गंभीर रहने की आशंका है। दिल्ली-एनसीआर के लिए वायु प्रदूषण से निपटने के लिए केंद्र सरकार की ‘क्रमिक प्रतिक्रिया कार्य योजना’ (ग्रेडेड रेस्पांस एक्शन प्लान यानी ग्रैप) के अंतिम चरण के तहत जरूरी सभी सख्त पाबंदियों को भी दिल्ली में लागू किया गया है।
