नई दिल्ली। कांग्रेस ने सोमवार को आरोप लगाया कि भारत राष्ट्र समिति (बीआरएस) के गैर-जिम्मेदाराना और संकीर्ण दृष्टिकोण के कारण निर्वाचन आयोग ने रायथु बंधु योजना की किस्तों के वितरण की अनुमति देने से इनकार कर दिया। पार्टी के संगठन महासचिव के.सी. वेणुगोपाल ने यह आरोप भी लगाया कि बीआरएस ने यह एक और पाप किया है जिसे तेलंगाना के किसान कभी माफ नहीं करेंगे। निर्वाचन आयोग ने सोमवार को रायथु बंधु योजना के तहत रबी फसलों के लिए किसानों को दी जाने वाली वित्तीय सहायता की किस्त बांटने के लिए तेलंगाना सरकार को दी गयी अनुमति वापस ले ली। आयोग ने राज्य के वित्त मंत्री टी हरीश राव द्वारा इसे लेकर सार्वजनिक घोषणा करने के बाद यह फैसला किया क्योंकि यह आचार संहिता का उल्लंघन है।
वेणुगोपाल ने एक्स पर पोस्ट किया, बीआरएस और हरीश राव के गैर-जिम्मेदाराना और संकीर्ण स्वार्थी दृष्टिकोण के कारण चुनाव आयोग ने रायथु बंधु किस्तों के वितरण की अनुमति देने से इनकार कर दिया है। उन्होंने कहा, यह पैसा किसानों का हक है। उन्होंने साल भर कड़ी मेहनत की है। यह पैसा अक्टूबर और जनवरी के बीच किसी भी समय जारी किया जाना चाहिए था, यह बीआरएस की हताशा ही थी जिसने उन्हें गैर-जिम्मेदाराना बयान देने के लिए मजबूर किया। उन्होंने दावा किया कि यह बीआरएस द्वारा किया गया एक और पाप है, जिसे तेलंगाना के किसान माफ नहीं करेंगे। कांग्रेस महासचिव जयराम रमेश ने ‘एक्स’ पर पोस्ट किया, ”चुनाव आयोग ने वित्त और स्वास्थ्य एवं परिवार कल्याण मंत्री हरीश राव को आदर्श आचार संहिता के उल्लंघन का जिम्मेदार माना है। तेलंगाना पर शासन करने वाले ‘गैंग ऑफ 4’ के अलावा किसी और को दोषी नहीं ठहराया जा सकता, जिन्होंने सत्ता पर बने रहने की अपनी हताशा में किसानों का बकाया राशि देने से इनकार कर दिया है।
उन्होंने कांग्रेस के चुनावी वादों का उल्लेख करते हुए कहा, ”कांग्रेस तेलंगाना के किसानों को दी गई अपनी गारंटी-‘रायथु भरोसा’ को पूरा करने के लिए प्रतिबद्ध है। किसानों को 15,000 रुपये प्रति एकड़, बटाईदार किसानों को 15,000 रुपये प्रति एकड़ और कृषि मजदूरों के लिए 12,000 रुपये प्रति वर्ष मिलेगा। इतना ही नहीं, हमने सभी किसानों का 2 लाख रुपये तक का कृषि ऋण माफ करने का वादा किया है। वित्त मंत्री राव ने किस्तों का भुगतान जारी करने के बारे में सार्वजनिक घोषणा की थी। उन्होंने कथित तौर पर कहा था, ‘किस्त सोमवार को दी जाएगी। किसानों का चाय-नाश्ता खत्म होने से पहले उनके खाते में राशि जमा हो जाएगी। तेलंगाना में सभी 119 विधानसभा सीटों के लिए 30 नवंबर को मतदान होगा। मतगणना तीन दिसंबर को होगी।
