विपक्ष पर संविधान को बदलने और आरक्षण हटाए जाने का ‘झूठा’ विमर्श फैलाने का आरोप लगाते हुए भाजपा नेता बृजलाल ने शुक्रवार को कहा कि संशोधित नागरिकता कानून (सीएए) के माध्यम से जिनको नागरिकता दी जा रही है, उनमें सबसे अधिक संख्या दलितों की है। राज्यसभा में राष्ट्रपति अभिभाषण पर धन्यवाद प्रस्ताव पर हुई चर्चा में भाग लेते हुए भाजपा सदस्य बृजलाल ने कहा कि चुनाव में दो ‘झूठे’ विमर्श फैलाये गये। उन्होंने कहा कि पहला विमर्श तो यह था कि भाजपा यदि सत्ता में आयेगी तो संविधान बदल देगी और दूसरा विमर्श दलितों में फैलाया गया कि भाजपा दलित, आदिवासियों और पिछड़ों का आरक्षण छीन लेगी। उन्होंने दावा किया कि इन विमर्श को फैलाने में विदेशी शक्तियों का हाथ था। उन्होंने कहा कि ऐसी विदेशी शक्तियां भारत का विकास नहीं देख सकती और उनका एक ही लक्ष्य था कि प्रधानमंत्री नरेन्द्र मोदी को हटाओ।
बृजलाल ने कहा कि दलितों को बहुत भ्रमित किया जा रहा है। उन्होंने कहा कि संशोधित नागरिकता कानून के माध्यम से जिनको नागरिकता दी जा रही है, उसमें दलितों की संख्या सबसे अधिक है। उन्होंने कहा कि कांग्रेस ने इसी सीएए का विरोध किया। उन्होंने आरोप लगाया कि कांग्रेस की जड़ों और डीएनए में तानाशाही थी इसीलिए उसने 25 जून 1975 को आपातकाल लगा दिया था। उन्होंने न्यायाधीश जगमोहन सक्सेना का हवाला देते हुए कहा कि उस समय न्यायपालिका को धमकी दी जाती थी। बृजलाल ने दावा कि आपातकाल के समय नौकरशाही ही नहीं न्यायपालिका के लिए भी ‘प्रतिबद्ध न्यायपालिका’ की चर्चा हो रही थी। उन्होंने कहा कि आपातकाल ‘लोकतंत्र के लिए कलंक और संविधान पर सबसे बड़ा हमला था।’ उन्होंने कहा कि समाजवादी पार्टी को तो कांग्रेस का विरोध करना चाहिए था क्योंकि समाजवादी लोगों ने आपातकाल के दौरान बहुत पीड़ाएं झेली थीं। भाजपा सदस्य ने कहा कि काशी हिन्दू विश्वविद्यालय में तो दलित एवं पिछड़ा वर्ग के छात्रों को आरक्षण मिलता है किंतु अलीगढ़ मुस्लिम विश्वविद्यालय में आरक्षण नहीं दिया जाता है। उन्होंने कहा, ‘यह कांग्रेस की दादागिरी है कि इसमें (विश्वविद्यालय में आरक्षण) कुछ नहीं हुआ।’ उन्होंने कहा कि एक तरफ भाजपा की सरकार है जो आरक्षण देती है और पिछड़ा वर्ग के आयोग को संवैधानिक दर्जा देती है वहीं कांग्रेस सरकार ने 1991 में कानून बनाकर अलीगढ़ मुस्लिम विश्वविद्यालय से आरक्षण का प्रावधान हटा दिया।
