कांग्रेस ने सोमवार को भारतीय जनता पार्टी (भाजपा) पर उसके शासन वाले राज्यों में समय पर चुनाव नहीं कराकर पंचायती राज संस्थाओं को कमजोर करने और स्थानीय स्वशासन निकायों के लिए आवंटित कोष में कमी करने का आरोप लगाया। विपक्षी दल ने दावा किया कि पंचायती राज संस्थाओं को उसके शासनकाल में सशक्त बनाया गया था लेकिन प्रधानमंत्री नरेन्द्र मोदी इसका श्रेय लेने की कोशिश कर रहे हैं। कांग्रेस की यह प्रतिक्रिया तब आई जब प्रधानमंत्री मोदी ने पिछली कांग्रेस सरकारों पर आजादी के बाद देश के गांवों के साथ सौतेला व्यवहार करने का आरोप लगाया। राष्ट्रीय पंचायती राज दिवस के अवसर पर मध्य प्रदेश के रीवा में एक सार्वजनिक कार्यक्रम में मोदी ने कहा कि भाजपा के नेतृत्व वाली सरकार ने स्थिति को बदल दिया है और पंचायतों को भारी अनुदान दिया है।
कांग्रेस महासचिव जयराम रमेश ने यहां संवाददाता सम्मेलन को संबोधित करते हुए आरोप लगाया कि भाजपा ने 1989 में उस महत्वपूर्ण संविधान संशोधन विधेयक के खिलाफ मतदान किया था, जिसमें राजीव गांधी के प्रधानमंत्री रहने के दौरान पंचायती राज संस्थाओं (पीआरआई) को सशक्त बनाने की बात थी। उन्होंने कहा, ”आज हमारे राजनीतिक इतिहास में एक महत्वपूर्ण दिन है क्योंकि 30 वर्ष पहले इसी दिन 73वां संविधान संशोधन कानून लागू हुआ था। यह संशोधन पंचायतों को संवैधानिक दर्जा देता है और यह भारत की राजनीतिक व्यवस्था में तत्कालीन प्रधानमंत्री राजीव गांधी का सबसे बड़ा योगदान है। उन्होंने दावा किया, ”सितंबर 1989 में जब राजीव गांधी प्रधानमंत्री थे तब यह विधेयक पारित नहीं हो सका था क्योंकि राज्यसभा में कांग्रेस के पास बहुमत नहीं था। पांच वोटों की कमी के कारण यह विधेयक पारित नहीं हो सका था। भाजपा ने विधेयक के खिलाफ मतदान किया। 73वां संविधान संशोधन विधेयक कांग्रेस सरकार के शासनकाल में 24 अप्रैल 1993 को कानून बना। रमेश ने कहा कि 2010 में पहली बार 24 अप्रैल को राष्ट्रीय पंचायती राज दिवस के रूप में मनाया गया था।
उन्होंने कहा, ”लेकिन हमारे प्रधानमंत्री आज इसका श्रेय लेने की कोशिश कर रहे हैं। उन्होंने दावा किया कि भाजपा ने कर्नाटक, मध्य प्रदेश और हरियाणा जैसे अपने शासन वाले राज्यों में समय पर पंचायती राज संस्थाओं के चुनाव नहीं कराए हैं। उन्होंने आरोप लगाया कि भाजपा ने पंचायती राज संस्थाओं को समय पर अनुदान जारी नहीं किया है और महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी कानून (मनरेगा) के तहत दिए जाने वाले अनुदान को कम कर दिया है। कांग्रेस नेता ने भाजपा सरकार पर मनरेगा को भी कमजोर करने का आरोप लगाया। रमेश ने कहा, यह दिखाता है कि भाजपा 73वें और 74वें संविधान संशोधन में विश्वास नहीं करती। उन्होंने कहा कि भले ही 73वें संविधान संशोधन अधिनियम में महिलाओं को एक तिहाई आरक्षण दिया गया था, लेकिन आज त्रिस्तरीय पंचायती राज व्यवस्था में लगभग 32 लाख निर्वाचित प्रतिनिधि हैं, जिनमें से लगभग 15 लाख महिलाएं हैं। रमेश ने दावा किया कि ग्रामीण विकास योजनाओं के माध्यम से संयुक्त प्रगतिशील गठबंधन (संप्रग) शासन के दौरान पंचायतों को मजबूत किया गया। इस क्रम में उन्होंने 2006 में लागू हुए ‘क्रांतिकारी’ मनरेगा का भी हवाला दिया।
उन्होंने कहा, ”मनरेगा का पैसा ग्राम पंचायतों के खाते में जाता है लेकिन मोदी सरकार मनरेगा को कमजोर करना चाहती है। आज, 2.5 लाख ग्राम पंचायतों को पर्याप्त पैसा नहीं मिलता है। कई बार पंचायतों के चुनाव हर पांच वर्ष में नहीं होते हैं। उन्होंने कहा, ”हम मोदी सरकार से पंचायती राज संस्थाओं में समय पर चुनाव कराने और उन्हें समय पर अनुदान देने का आग्रह करते हैं। प्रधानमंत्री द्वारा अपने बयानों के समर्थन में आंकड़ों का हवाला दिए जाने पर रमेश ने कहा, ”प्रधानमंत्री आंकड़ों से खेलने में माहिर हैं। रीवा में अपने भाषण में प्रधानमंत्री मोदी ने यह भी कहा कि पिछली सरकारें गांवों पर पैसा खर्च करने से बचती थीं क्योंकि उसके लिए गांव उसका वोट बैंक नहीं था।
