नई दिल्ली। राष्ट्रीय हरित अधिकरण (एनजीटी) ने दिल्ली के मुख्यमंत्री अरविंद केजरीवाल के आधिकारिक आवास पर कुछ संरचनाओं के निर्माण में पर्यावरण मानदंडों के कथित उल्लंघन पर एक समिति द्वारा रिपोर्ट नहीं सौंपे जाने पर निराशा व्यक्त की है। तथ्यात्मक स्थिति का पता लगाने के लिए इस साल मई में गठित समिति एनजीटी के निर्देशों का पालन करने में विफल रही है ऐसे में अधिकरण ने उसे रिपोर्ट दाखिल करने के लिए चार और सप्ताह का समय दिया और चेतावनी दी कि ऐसा करने में विफल रहने पर राज्य के मुख्य सचिव को उसके समक्ष पेश होने के लिये समन जारी किया जाएगा। अधिकरण के नौ मई के आदेश के अनुपालन में मुख्य सचिव, दिल्ली सरकार के प्रमुख सचिव (पर्यावरण एवं वन), दिल्ली नगर कला आयोग (डूयूएसी) के एक नामित सदस्य और उत्तरी दिल्ली के नगर मजिस्ट्रेट की एक संयुक्त समिति इस मामले को देखने के लिये गठित की गई थी।
एनजीटी एक याचिका पर विचार कर रही थी जिसमें आरोप लगाया गया है कि 6, फ्लैग स्टाफ रोड (मुख्यमंत्री का निवास) और 45- 47 राजपुर रोड (मुख्यमंत्री निवास के आसपास की संपत्तियां) के विकास के दौरान लोक निर्माण विभाग (पीडब्ल्यूडी) द्वारा स्थायी और अर्ध-स्थायी निर्माण किए गए और 20 से अधिक पेड़ काटे गए। मुख्यमंत्री अरविंद केजरीवाल का आधिकारिक बंगला राजनीतिक विवादों के घेरे में है। मुख्यमंत्री के लिए नए आधिकारिक आवास के निर्माण में कथित “अनियमितताओं और कदाचार” की जांच के लिए सितंबर में केंद्रीय अन्वेषण ब्यूरो (सीबीआई) ने प्रारंभिक जांच (पीई) दर्ज की थी। भाजपा और कांग्रेस नेताओं ने आरोप लगाया है कि भव्य घर के नवीनीकरण और निर्माण पर 40 करोड़ रुपये से अधिक सार्वजनिक धन खर्च किया गया।
सत्तारूढ़ आम आदमी पार्टी ने गड़बड़ी के आरोपों को खारिज किया है। एनजीटी अध्यक्ष न्यायमूर्ति प्रकाश श्रीवास्तव की अध्यक्षता वाली पीठ ने 30 अक्टूबर को पारित एक आदेश में कहा कि मई में अधिकरण के निर्देश के बाद, मामले को दो बार स्थगित किया गया है लेकिन रिपोर्ट अब भी प्रतीक्षित है। पीठ ने कहा, हम संयुक्त समिति को रिपोर्ट दाखिल करने के लिए चार और सप्ताह का समय देते हैं, ऐसा न करने पर दिल्ली के मुख्य सचिव व्यक्तिगत रूप से सुनवाई की अगली तारीख (15 जनवरी को) पर डिजिटल माध्यम से उपस्थित होंगे।
