केंद्रीय गृह मंत्री अमित शाह ने सोमवार को कहा कि भारतीय दंड संहिता (आईपीसी), दंड प्रक्रिया संहिता (सीआरपीसी) और साक्ष्य कानून को बदलने के लिए संसद में हाल ही में पेश तीन विधेयक यह सुनिश्चित करेंगे कि कोई भी मामला दो साल से अधिक नहीं चल सके, इससे 70 प्रतिशत नकारात्मक ऊर्जा खत्म हो जाएगी। एक सरकारी विज्ञप्ति के अनुसार शाह यहां 26वीं पश्चिमी क्षेत्रीय परिषद की बैठक की अध्यक्षता कर रहे थे। इस बैठक में राज्यों और केंद्र के बीच कुल 17 मुद्दों पर चर्चा हुई, जिनमें से नौ का हल किया गया, वहीं शेष मुद्दों को गहन चर्चा के बाद निगरानी के लिए रखा गया। गृह मंत्री शाह ने कहा, ”नरेन्द्र मोदी सरकार द्वारा हाल ही में संसद में पेश किए गए तीन नए विधेयक -भारतीय न्याय संहिता विधेयक, 2023, भारतीय नागरिक सुरक्षा संहिता विधेयक, 2023 और भारतीय साक्ष्य विधेयक, 2023 – पारित होने के बाद कोई भी मामला दो वर्ष से अधिक नहीं चलेगा, जिससे 70 प्रतिशत से अधिक नकारात्मक ऊर्जा समाप्त हो जाएगी।
उन्होंने सभी राज्यों से इन कानूनों को लागू करने के लिए ज़रूरी आधारभूत संरचना तैयार करने की दिशा में काम करने को कहा। शाह ने कहा, पश्चिमी क्षेत्र देश का एक महत्वपूर्ण जोन है, देश के सकल घरेलू उत्पाद (जीडीपी) में 25 प्रतिशत योगदान के साथ यह क्षेत्र वित्त, आईटी, हीरा, पेट्रोलियम, ऑटोमोबाइल और रक्षा क्षेत्र का प्रमुख केंद्र (हब) है। उन्होंने कहा कि पश्चिमी क्षेत्रीय परिषद के सदस्य राज्य लंबी तटीय सीमाएं साझा करते हैं जहां अतिसंवेदनशील संस्थान और उद्योग हैं और इनकी कड़ी सुरक्षा सुनिश्चित करने की दिशा में लगातार प्रयास करने की आवश्यकता है। विज्ञप्ति के अनुसार बैठक में पूरे देश और विशेष रूप से सदस्य राज्यों से संबंधित कुछ महत्वपूर्ण मुद्दों पर विचार-विमर्श हुआ जिनमें भूमि संबंधी मुद्दों का हस्तांतरण, जलापूर्ति, नीलाम की गई खदानों का संचालन, सामान्य सेवा केंद्र में नकद जमा सुविधा, बैंक शाखाओं एवं डाक द्वारा गांवों में बैंकिंग सुविधाएं पहुंचाना, महिलाओं और बच्चों के खिलाफ यौन अपराध/बलात्कार के मामलों की त्वरित जांच आदि शामिल हैं। शाह ने कहा कि क्षेत्रीय परिषदें सदस्यों के बीच उच्चतम स्तर पर व्यक्तिगत बातचीत का अवसर प्रदान करती हैं और सौहार्द एवं सद्भावना के माहौल में कठिन और जटिल प्रकृति के मुद्दों को हल करने के लिए एक उपयोगी मंच के रूप में कार्य करती हैं।
उन्होंने कहा कि क्षेत्रीय परिषदें, चर्चा और विचारों के आदान-प्रदान के माध्यम से, सामाजिक और आर्थिक विकास के महत्वपूर्ण मुद्दों पर राज्यों के बीच एक समन्वित दृष्टिकोण विकसित करने में मदद करती हैं। क्षेत्रीय परिषदें राज्यों के सामान्य हित के मुद्दों पर भी चर्चा और सिफारिशें करती हैं। शाह ने कहा कि हाल ही में देश के चंद्रयान मिशन की सफलता के बाद पूरा विश्व भारतीय अंतरिक्ष अनुसंधान संगठन की प्रशंसा कर रहा है। उन्होंने कहा कि प्रधानमंत्री श्री नरेन्द्र मोदी जी ने पिछले नौ सालों में दूरदर्शिता के साथ अंतरिक्ष के क्षेत्र में भारत को ना केवल नयी दिशा देने का प्रयास किया बल्कि समयबद्ध कार्यक्रम बनाकर 2030 तक भारत को अंतरिक्ष के क्षेत्र में विश्व में सबसे आगे पहुंचाने की रूपरेखा भी तैयार की है।
