पुराने कचरा डंपिंग साइट को छांटने पर काम शुरू करे दिल्ली नगर निगम : उपराज्यपाल

दिल्ली के उपराज्यपाल वीके सक्सेना ने दिल्ली नगर निगम को राष्ट्रीय राजधानी के गाजीपुर, भलस्वा और ओखला इलाके में स्थित तीन कचरा डंपिंग साइट को पूरी तरह से हटाने के लिए एक कार्य योजना तैयार करने को कहा है। अधिकारियों ने इसकी जानकारी दी है। उन्होंने कहा, उप राज्यपाल ने अधिकारियों को अगले तीन दिनों के भीतर कार्य योजना प्रस्तुत करने के निर्देश दिए हैं। उप राज्यपाल गाजीपुर लैंडफिल साइट के दौरे पर गए थे।

इस दौरान उनके साथ एमसीडी आयुक्त ज्ञानेश भारती और नागरिक एजेंसी के कई अन्य शीर्ष अधिकारी भी थे। उनके इसी दौरे के मद्देनजर यह फैसला लिया गया है। अधिकारियों ने इस बात की भी जानकारी दी कि साप्ताहिक आधार पर लैंडफिल साइट में काम की निगरानी के लिए एक विशेष प्रकोष्ठ भी बनाया जाएगा। अधिकारियों ने बताया, विनय सक्सेना ने रिवर्स इंजीनियरिंग मॉडल को अपनाने का सुझाव दिया है ताकि यह सुनिश्चित किया जा सके कि तय समय के भीतर काम पूरा हो सके। एमसीडी द्वारा प्रस्तुत की जाने वाली कार्य योजना की निगरानी स्वयं उपराज्यपाल द्वारा नियमित आधार पर की जाएगी और अगर जरूरत पड़ी तो वह खुद साइट पर जाकर देखेंगे कि काम कितना आगे बढ़ा है।

70 एकड़ की जमीन पर फैले गाजीपुर लैंडफिल साइट में 140 लाख मीट्रिक टन कचरे का ढेर है। यहां पूर्वी दिल्ली क्षेत्र से रोजाना 2,600 मीट्रिक टन कचरा आता है। इसी तरह, उत्तरी दिल्ली के भलस्वा और दक्षिणी दिल्ली में ओखला के स्थलों में क्रमशः 80 और 50 लाख मीट्रिक टन कचरे का ढेर है। वहीं भारतीय राष्ट्रीय राजमार्ग प्राधिकरण अक्रिय अपशष्टि (रेत और कॉन्क्रीट) का उपयोग सड़क निर्माण गतिविधियों के लिए कर रहे हैं। इसी के साथ संसाधित सी एंड डी कचरे का इस्तेमाल निर्माण गतिविधियों के लिए किया जा रहा है। उप राज्यपाल ने अधिकारियों से कहा कि गाजीपुर में ‘वेस्ट-टू-एनर्जी’ प्लांट को जल्द से जल्द चालू किया जाए, ताकि साइट पर डाले जा रहे नए कचरों की मात्रा कम हो।

इस बीच, अक्रिय अपशिष्ट को अधिक काम पर लगाने के लिए उन्होंने अधिकारियों को निर्देश दिया है कि वे अन्य राज्यों में इनका उपयोग और किन-किन कामों में किया जा रहा है इसका पता लगाए। अधिकारियों के अनुसार, सी एंड डी कचरे के लिए उप राज्यपाल ने सुझाव दिया है कि इसे एनसीआर क्षेत्र में आम लोगों, बिल्डरों और निर्माण फर्मों को उपलब्ध कराने की संभावना तलाशी जा सकती है।
