जहांगीरपुरी हिंसा : कोर्ट ने दिल्ली पुलिस को बताया पूरी तरह से विफल, कार्यशैली पर भी उठाए सवाल

दिल्ली की एक अदालत ने कहा कि दिल्ली पुलिस पिछले महीने जहांगीरपुरी में हनुमान जयंती के अनधिकृत जुलूस को रोकने में पूरी तरह नाकाम रही। इस जुलूस के दौरान इलाके में साम्प्रदायिक हिंसा भड़क उठी थी। अदालत ने जमानत के लिए दी गई कई याचिकाओं को खारिज करते हुए यह बात कही। अदालत के अनुसार, ऐसा लगता है कि इस मुद्दे को वरिष्ठ अधिकारियों ने पूरी तरह नजरअंदाज कर दिया है और अगर पुलिसकर्मियों की मिलीभगत थी, तो इसकी जांच करने की आवश्यकता है।

अतिरिक्त सत्र न्यायाधीश गगनदीप सिंह ने कहा, ”ऐसा लगता है कि वरिष्ठ अधिकारियों ने इस मुद्दे को दरकिनार कर दिया है। संबंधित अधिकारियों पर जवाबदेही तय की जानी चाहिए ताकि भविष्य में ऐसी कोई घटना न हो। उन्होंने अवैध गतिविधियों को रोकने में पुलिस की भूमिका को संतोषजनक नहीं बताते हुए कहा कि अगर उनकी कोई मिलीभगत है तो उसकी भी जांच की जानी चाहिए। अदालत ने निर्देश दिया कि सात मई को पारित आदेश की प्रति सूचना और उपचारात्मक अनुपालन के लिए पुलिस आयुक्त को भेजी जाए। न्यायाधीश ने कहा, राज्य का यह स्वीकार करना सही है कि गुजर रहा अंतिम जुलूस गैरकानूनी था (जिस दौरान दंगे हुए) और इसके लिए पुलिस से पूर्व अनुमति नहीं ली गयी थी।

अदालत ने कहा कि 16 अप्रैल को हनुमान जयंती पर हुए घटनाक्रम और दंगे रोकने तथा कानून एवं व्यवस्था बनाए रखने में स्थानीय प्रशासन की भूमिका की जांच किए जाने की आवश्यकता है। उसने कहा कि प्राथमिकी की सामग्री से पता चलता है कि जहांगीरपुर में पुलिस थाने के स्थानीय कर्मियों के साथ ही अन्य अधिकारी अवैध जुलूस को रोकने के बजाय रास्ते में इसके साथ थे। न्यायाधीश ने कहा, ऐसा लगता है कि स्थानीय पुलिस शुरुआत में ही इस अवैध जुलूस को रोकने तथा भीड़ को तितर-बितर करने के बजाय पूरे रास्ते भर उनके साथ रही। बाद में दो समुदायों के बीच दंगे हुए। अदालत उन जमानत याचिकाओं पर सुनवाई कर रही थी जिसमें दावा किया गया कि आरोपियों को झूठा फंसाया गया है और वे घटना के दिन मौके पर मौजूद नहीं थे। जमानत याचिकाओं को खारिज करते हुए अदालत ने यह भी कहा कि मामले में जांच अब भी चल रही है और दंगों में कथित तौर पर शामिल कई अपराधियों को अभी तक पकड़ा नहीं गया है।
