अप्रैल में होने वाले दिल्ली नगर निगम के चुनाव की तारीखों का ऐलान भले ही बाकी हो, लेकिन एमसीडी चुनाव को लेकर राजधानी में जोर आजमाइश शुरू हो गई। 12 दिन पहले आयोग की ओर से एमसीडी चुनाव टालने के आदेश के बाद से जहां आप, कांग्रेस लगातार चुनाव की तारीखों का ऐलान करने की मांग कर रही है तो वहीं भाजपा चुनाव में जीत दर्ज कराने के लिए रणनीति बनाने में जुटी है। राजनीतिक जानकारों के अनुसार चुनाव में देरी के चलते भाजपा को फायदा हो सकता है। चुनाव की घोषणा रोकने के पीछे वजह बताई गई थी कि केंद्र सरकार की तरफ से आया एक फरमान जिसमें कहा गया था कि तीन हिस्सों में बंटे दिल्ली नगर निगम (MCD) को फिर से एक किए जाने का फैसला लिया जाना है। दस साल पहले हुए बंटवारे के कुछ अरसा बाद से ही खस्ता हाल दिखाई दे रहे दिल्ली के इस स्थानीय निकाय के तीनों हिस्सों का विलय करने पर तकरीबन सभी सियासी दल पहले से राज़ी हैं और समय समय पर विशेषज्ञों की भी यही राय रही है।
वैसे दिल्ली के चुनाव आयुक्त का कहना है कि उनके पास चुनाव कराने के लिए 18 मई तक का वक्त है। चुनाव कार्यक्रम का ऐलान मतदान से कम से कम 30-40 दिन पहले करना होता है, ताकि सरकारी तंत्र इसके लिए खुद को तैयार कर सकें और उम्मीदवारों को प्रचार के लिए पर्याप्त समय मिल सके। उस हिसाब से देखा जाए तो दिल्ली में स्थानीय निकाय चुनाव का ऐलान 8 अप्रैल तक भी किया जा सकता है। विलय पर ऐतराज़ न होने और पर्याप्त समय होने के बावजूद आखिर क्या वजह है जो आम आदमी पार्टी ने सुप्रीम कोर्ट का दरवाज़ा खटखटाया और हाय तौबा मचा दी। उसे शक है कि ये चुनाव लटकाने का तरीका है लिहाज़ा याचिका दायर कर चुनाव तय वक्त पर सुनिश्चित कराने की गुहार लगाई।
दिल्ली नगर निगम दुनिया के किसी भी मेट्रोपोलिटन शहर का सबसे बड़ा स्थानीय निकाय था जिसे 2012 में बांटा गया। तब दिल्ली की आबादी 1 करोड़ 60 लाख (2011 की मतगणना) से ऊपर थी। दिल्ली कैंट, लुटियन दिल्ली और इसके आसपास के कुछ क्षेत्रों को छोड़कर राजधानी के ज्यादातर हिस्से की आबादी को सफाई, स्वास्थ्य, प्राइमरी शिक्षा, स्वास्थ्य सेवा आदि बुनियादी सुविधाएं देने का काम एमसीडी करती थी। पानी की सप्लाई पहले ही इससे हटा कर दिल्ली जल बोर्ड के जिम्मे कर दी गई। तब दिल्ली का एक ही मेयर होता था और एमसीडी का कमिशनर और चीफ इंजीनियर भी एक-एक ही हुआ करता था। मेयर की शक्तियां भी ज्यादा थीं।
दरअसल नगर निगम के विकेंद्रीकरण की प्रक्रिया में मेयर की शक्तियां भी कम दी गईं थी ताकि प्रशासनिक और राजनीतिक स्तर पर टकराव टाला जा सके। केंद्र शासित प्रदेश होने के कारण दिल्ली की माई बाप केंद्र सरकार और इसका गृह मंत्रालय है। 2012 में जब दिल्ली नगर निगम को तीन हिस्सों में बांटा गया तब केंद्र में कांग्रेस के नेतृत्व वाली यूपीए की सरकार थी। दिल्ली में भी तब कांग्रेस की सरकार थी जिसकी मुख्यमंत्री शीला दीक्षित थीं। ऐसे में केंद्र और दिल्ली राज्य में राजनीतिक स्तर पर तालमेल की दिक्कत नहीं थी हालांकि प्रशासनिक और राजनीतिक स्तर पर कभी कभी कुछ टकराव हो जाया करते थे। विकेंद्रीकरण के पीछे कांग्रेस की अंदरूनी सियासत को भी ज़िम्मेदार माना जाता है।
