Delhi News: दिल्ली को दुनियाभर में फिल्म निर्माण का केंद्र बनाने और वैश्विक पहचान देने के लिए दिल्ली कैबिनेट ने ‘दिल्ली फिल्म पॉलिसी-2022’ को आज मंजूरी दी। दिल्ली के उपमुख्यमंत्री मनीष सिसोदिया ने कहा कि दिल्ली फिल्म पॉलिसी 2022, राज्य में पर्यटन आकर्षित करने के साथ-साथ यहां बड़े पैमाने पर रोजगार और आर्थिक विकास के अवसर पैदा करेगी। दिल्ली में फिल्म प्रोडक्शन के लिए केजरीवाल सरकार तीन करोड़ रूपये तक की सब्सिडी देगी और फिल्म इंडस्ट्री में स्थानीय लोगों को काम पर रखने के लिए भी प्रोत्साहित करेगी। दिल्ली का जल्द ही अपना अंतर्राष्ट्रीय फिल्म फेस्टिवल होगा और दिल्ली फिल्म एक्सीलेंस अवार्ड्स भी शुरू किया जाएगा जिसमें न केवल फिल्म स्टार बल्कि क्रू के सदस्यों को भी सम्मानित किया जाएगा।
उन्होंने कहा कि केजरीवाल सरकार ई-फिल्म क्लेअरेंस पोर्टल भी स्थापित करेगी जहां फिल्म-प्रोडक्शन के लिए प्रोड्यूसर्स को पुलिस और डीडीए सहित 25 से अधिक एजेंसियों की मंजूरी 15 दिनों के भीतर ऑनलाइन दी जाएगी। इस पॉलिसी के तहत शुरू किया गया दिल्ली फिल्म फंड, फिल्म निर्माताओं के लिए उत्पादन लागत कम करने में मदद करेगा साथ ही उन्हें दिल्ली फिल्म कार्ड से हॉस्पिटैलिटी क्षेत्र में भारी छूट भी मिलेगी। पॉलिसी की मदद से सिल्वर स्क्रीन पर अधिक कवरेज के साथ दिल्ली अपने आप में एक ब्रांड के रूप में भी स्थापित होगा और दिल्ली के नागरिकों में दिल्ली की संस्कृति, कला के प्रति गर्व का भाव पैदा करेगा। पॉलिसी हॉस्पिटैलिटी, टूरज्मि, परिवहन और सिनेमा तथा कलाकारों की पूरी दुनिया को एक साथ लाएगी। इस पूरी प्रक्रिया में दिल्ली पर्यटन और परिवहन विकास निगम (डीटीटीडीसी) नोडल एजेंसी के रूप में राज्य के सभी स्टेकहोल्डर्स व फल्मि प्रोडक्शन एजेंसियों के साथ कोआर्डिनेशन करने का काम करेगी।
मुख्यमंत्री अरविंद केजरीवाल के नेतृत्व में गुरुवार को दिल्ली कैबिनेट की बैठक हुई जिसमें दिल्ली फिल्म पॉलिसी 2022 को मंजूरी देकर पर्यटन को बढ़ावा देने के लिए कैबिनेट द्वारा एक बड़ा फैसला लिया गया। उपमुख्यमंत्री ने कहा, दिल्ली में पर्यटन के माध्यम से इंक्लूसिव ग्रोथ के लिए, दिल्ली फिल्म पॉलिसी 2022 को गुरुवार को कैबिनेट ने मंजूरी दी। यह एक प्रगतिशील पॉलिसी है जिसे नौकरियों के सृजन, अर्थव्यवस्था के विभिन्न क्षेत्रों को बढ़ावा देने और लोगों में गर्व की भावना पैदा करने में मदद करने के लिए वैश्विक स्तर पर फिल्म प्रमोशन और टूरिज्म पॉलिसी को स्टडी करने के बाद तैयार किया गया है।
फिल्म प्रोड्यूसर्स को आकर्षित करने के लिए केजरीवाल सरकार एक सिंगल विंडो ऑनलाइन क्लेअरेंस सिस्टम तैयार करेगी। जहां प्रोड्यूसर्स को ऑनलाइन 15 दिनों के भीतर ही फिल्म शूटिंग से जुडी सभी मंजूरी मिल जाएगी। यदि प्रोड्यूसर्स को 15 दिन के भीतर किसी एजेंसी से अप्रूवल नहीं मिलता है तो दिल्ली टूरिज्म विभाग बतौर नोडल एजेंसी स्वयं अप्रूवल देगी। यदि किसी प्रोड्यूसर को 15 दिनों से पहले अप्रूवल चाहिए तो उन्हें प्रीमियम पेमेंट देना होगा। इससे पहले प्रोड्यूसर्स को 25 अलग-अलग एजेंसीज से मंजूरी लेनी होती थी। साथ ही केजरीवाल सरकार ने कई अंतराष्ट्रीय शूटिंग लोकेशन की स्टडी कर फिल्म ब्रांडिंग और प्रमोशन को समझने का प्रयास किया है। जिसके तहत दिल्ली में फिल्म बनाने पर फिल्म निर्माण में आने वाले खर्चों में सरकार द्वारा प्रोड्यूसर्स को तीन करोड़ रूपये तक की सब्सिडी दी जाएगी।
इसका निर्धारण पॉइंट सिस्टम के आधार पर किया जाएगा और ये दिल्ली में फिल्म निर्माण में लगे कुल लागत का पांच से 25 फीसदी तक होगा। फिल्म लोकेशन, लोकेशन में दिल्ली की ब्रांडिंग, फिल्म क्रू व सपोर्ट स्टाफ में लोकल आर्टस्टिों का इन्वोल्वेमेंट, दिल्ली में फिल्म के प्री-प्रोडक्शन, प्रोडक्शन व पोस्ट-प्रोडक्शन के दौरान खर्चों को ध्यान में रखते हुए फिल्म को पॉइंट्स दिए जाएंगे व उसके आधार पर सब्सिडी दी जाएगी। दिल्ली को उन बड़े शहरों में शामिल करने के लिए जहां फिल्मों की शूटिंग बड़े पैमाने पर होती है, दिल्ली ने जर्मन और जापानी शहरों व मास्को के साथ कई सिस्टर-सिटी समझौतों पर हस्ताक्षर किए हैं। ऐसे शहरों के प्रोड्यूसर्स को भी इस नीति के तहत उपयुक्त प्रोत्साहन दिया जाएगा। साथ ही केजरीवाल सरकार ने दिल्ली फिल्म फंड के लिए 50 करोड़ रुपये का आवंटन किया जो फिल्म प्रचार के दृष्टिकोण से दिल्ली को राष्ट्रीय और अंतरराष्ट्रीय पर्यटन स्थल के रूप में ब्रांड करने में मदद करेगा।
